About Project ⇒
Uganda Strengthening Supply Chain Systems SSCS Program is a five year
project under MSH ending in May 2025. Its main focus is to support self-
sustaining, responsive, uninterrupted, accountable delivery of quality-assured
medicines and supplies to public and NGO health facilities. It will improve
the performance of key actors all along the supply chain; advance transparent
governance and effective, data-informed policies and regulations; and
strengthen local capacities to accelerate Uganda’s progress on its Journey to
Self-Reliance. SSCS will provide technical assistance to all USG Implementing
Partners USAID, CDC, and DOD operating at the sub-national level and deliver
other assistance to improve the capacity of district health offices, health
facilities, and medical stores. This project will strengthen the health system
to more effectively combat infectious and non-communicable diseases and
improve health services and outcomes for all of Uganda’s families and
communities.
Job Summary ⇒ The Technical Advisor - IT/Developer works closely with SSCS’
Supply Chain Director and the Supply Chain Information Systems Advisor, MOH
Division of Health Information, MOH IT unit and Pharmacy Department to provide
technical assistance for priorities and functionality for expansion of the
Pharmaceutical Information Portal PIP. S/he will support development of easy
to use dashboards to display key supply chain indicators for decision making
and also support the use of eLMIS at different levels of care. Working with
DHI, s/he support the linkage of existing electronic supply chain and
information systems to the PIP. The IT/Developer will provide technical
assistance to implementing partners to implement eLMIS in eligible facilities.
He will support the roll out of NMS+ ERP ordering module to implementing
partners and districts. S/he will work closely with MOH DHI and IT units to
build their capacity in the management and maintenance of PIP and development
of dashboards.
S/he will support the monitoring of the effectiveness of the flow of
electronic supply chain information and periodically perform its evaluation.
Key Duties and Responsibilities ⇒
Project Support 25%
⇗ Actively participate in product design reviews by providing creative and
practical ideas and solutions in a teamwork environment.
⇗ Provide technical guidance to solve problems and recommend future courses
of development for the SharePoint instantiations.
⇗ Provide ongoing comprehensive central SharePoint server administration
including management of SharePoint permissions.
⇗ Work with and build the capacity of MOH DHI and IT unit to support help
desk for the SharePoint site and associated applications
⇗ Work with the Supply chain Information systems advisor in developing and
executing project plans within assigned schedule and timeline.
Technical Support 40%
⇗ Develop SharePoint software solutions by studying requirements analysis and
information needs; confer with stakeholders and management; study systems
flow, data usage, and work processes; perform software design using software
development fundamentals and processes; debug, test, and deploy software
solutions.
⇗ Design, develop and maintain key components of the software suite using
SharePoint Server 2013.
⇗ Provide for the creation, modification and deletion of collections, sites,
users, groups, document libraries, and My Sites in SharePoint.
⇗ Provide for the implementation of templates, creation of custom templates,
development of work flows and design or implementation of web parts or
applications in SharePoint.
⇗ Implement SharePoint based workflows as well as develop Business
Intelligence dashboards.
⇗ Manage SharePoint site by taking backups and restoring with SharePoint
management shell.
⇗ Document and demonstrate solutions by developing documentation, flowcharts,
layouts, diagrams, charts, code comments and clear code.
⇗ Research and recommend technology solutions appropriate to meeting
SharePoint instantiations goals and needs.
⇗ Support information exchange of already existing systems at national and
facility levels, for example linkage of facility eLMIS, ERP and DHIS2 data to
display in PIP
⇗ Train the MOH IT team to administer and manage the developed SharePoint and
InfoPath applications in the PIP data warehouse and support training of end
users at various levels of use
Stakeholders engagement 35%
⇗ Contribute to the building and Management of GOU, USG and other partners’
relationships with DHI
⇗ Perform user stakeholder engagement, requirements gathering, analysis and
refinement and compile requirements documentation for applications in the PIP
and develop required applications using software development best practices;
debug, test and deploy the software solutions.
Qualifications, Skills and Experience ⇒
⇗ The applicant for the Management Sciences for Health MSH Technical
Advisor - IT Developer job placement hold a Bachelor’s degree in Information
Technology, Computer Science. Master’s degree in related field is an added
advantage.
⇗ Additional qualifications in the following fields public health and/or
logistics and supply chain management.
⇗ Six years of professional experience with demonstrated skills in software
development and maintenance software requirements analysis, software design
including object oriented analysis and design, coding, testing, documentation,
configuration management, user training, deployment and life cycle
maintenance.
⇗ At least 2 years’ experience as a SharePoint Developer in the analysis,
design, hands-on development and delivery of web-based applications based on
SharePoint.
⇗ Experience with SharePoint designer, Visual Studio/VSTA and powerShell
⇗ Experience with building and maintaining applications using object-
oriented, distributed and service oriented methodologies and architectures
⇗ Advanced knowledge/expertise in MS SharePoint 2013 development and
administration
⇗ Experience with SharePoint’s application services framework including
implementation, configuration and usages of Search, Managed Metadata, User
Profile Services
⇗ Experience with SQL server reporting services, report builder, SQL server
analysis services, and/or SQL server integration services is a plus
⇗ Knowledge of relational enterprise database management systems, TSQL and
data warehousing technologies
⇗ Strong programming background authoring well written, well documented
modular and clean code.
