About Project
PATH is launching a new three-year initiative in Uganda to coordinate and
monitor scale-up of contraceptive self-injection in alignment with the
country’s national plan, which aims to complete scale-up in the context of
informed choice across all sectors by end of December 2021. PATH will work
with the Ministry of Health MOH and partners on scaling the practice through
existing in-country partner networks USAID bilaterals, DFID global awards,
and bilaterals, UNFPA and to monitor implementation and uptake. A key outcome
of the work is strong coordination mechanisms to facilitate DMPA-SC and self-
injection service delivery data use in policies, decisions, and actions that
reinforce quality of care in family planning programs.
Self-injection data is in the early stages of being integrated into Uganda’s
national health management information system HMIS and gathering routine
self-injection monitoring data at scale is a priority of this project. PATH,
in partnership with the MOH, will design and implement a consultative process
to prioritize indicators and data collection approaches to be supported
through this investment, and ultimately integrated into the HMIS by the end of
the project. To supplement the routine monitoring and data work,
Job Summary PATH is recruiting a Monitoring and Evaluation Officer in
Uganda. The M&E officer will be responsible for participating in the Uganda
Implementation of the DMPA-SC including Self-Injection scale up plan
activities with a focus on monitoring and evaluation. The Monitoring and
Evaluation Officer will report to the Uganda Deputy Project Director.
Key Duties and Responsibilities
Working with the Deputy Director, partners, and district biostatisticians,
lead the timely collection and processing of monitoring data, as follows

Develop and conduct training of biostatisticians and implementing partners
on systems for recording and reporting self-injection data.
Conduct site visits for data collection and quality assurance, and work
with implementing partners, biostatisticians, Family Planning focal persons
and VHTs as needed to ensure that reporting forms are completed accurately
and in a timely fashion.
Ensure that data is entered into the database and scale up tracker and
conduct data quality assessments.
Transfer data to PATH/Seattle each quarter and enter Uganda data into the
multi-country AC online dashboard.
Coordinate and resolve issues as they arise, in consultation with project
team and partners, to assure effective implementation of monitoring
activities.
Plan and ensure on-going data sharing for decision–making with partners and
the MOH. Participate in data review meetings with implementing partners and
DHTs to discuss progress with scale up and identify course correction
strategies as needed.
Ensure training data is entered into the MoH iHRIS integrated Human
Resource Information System.
Work with the Deputy Director to track integration of DMPA-SC Self-
injection data into the national systems including product procurement,
distribution, and health monitoring and information systems as well as other
relevant policies
Support Deputy Director to implement DMPA-SC country rapid assessment
activities, as follows
Manage the process of developing and provide technical input into
evaluation protocols, data collection instruments, consent forms, and SOPs,
and manage translation of research materials into local languages.
Conduct field work, training, and supervise study staff and data
collection.
Participate in the coordination of activities of any subcontracted
organizations, as needed including organizing & co-facilitating trainings,
monitoring quality of data collection and addressing problems/challenges with
data collection as they arise, overseeing data entry.
Participate in data analysis, in close collaboration with full project M&E
team.
Participate in-country data dissemination plan and ensure on-going data
sharing for decision-making with partners.
Coordinate and resolve issues as they arise, in consultation with project
team, to assure effective implementation of rapid activities
Participate in overall project and team planning, implementation,
documentation, and dissemination activities, working closely with Uganda
project leadership to coordinate relationship building with governmental and
non-governmental partners both at the national and district levels.

Qualifications, Skills and Experience
The applicant must hold a Master’s degree in public health, demography,
epidemiology, statistics, or related field. Preferred.
At least five years of experience in project monitoring and evaluation
Knowledge of standard data quality indicators and how to calculate them for
a given dataset.
Experience with oversight of data collection and management of health
information system data.
Knowledge of data systems in Uganda DHIS2
Proficiency in Microsoft Office Suite, and expertise using Excel.
Ability to translate data and research findings for lay audiences.
Proven ability to nurture effective and positive relationships with
national and district governmental stakeholders, NGO partners, and donor
representatives.
Proven ability to work collaboratively with local and international project
management team to effectively oversee project implementation, and to work
harmoniously as a team member
Strong interpersonal skills as well as written and oral presentation skills
are a must.
Demonstrated success working effectively while under deadlines.
Experience applying qualitative analysis methods and software NVivo or
Atlas.ti.
Understanding of and proficiency in a range of qualitative and quantitative
performance analytic methods, including statistical methods
Experienced user of a statistical software package SPSS, EPI-INFO, STATA,
SAS, R or similar, including biostatistics training.
Understanding of database design principles, including tables, keys, and
table relationships.
Familiarity with responsible data use practices and data privacy/security
concerns.
Experience with a human subject review application process.
Experience with Family planning work.
Must have legal authorization to work in Uganda.
