About UNRA ⇒
The Uganda National Roads Authority UNRA was established by the National
Authority Act, No. 15 of 2006. UNRA became operational on 1st July 2008\. The
mandate of UNRA is to develop and maintain the national roads network, advise
Government on general roads policy and contribute to addressing of transport
concerns.
Job Summary ⇒ The Senior Officer Monitoring and Evaluation Officer will be
responsible for the development, Monitoring and Evaluation of the UNRA
Corporate Strategy and Business Plans in accordance with the Corporate
Strategic Framework and applicable Legislations in order to provide
accountability for resources and support for informed management decisions.

Key Duties and Responsibilities ⇒
⇗ Monitoring the implementation and performance of the strategy development
and management framework to enhance efficiency and prepare periodic reports
that guide management on areas of improvement.
⇗ Coordinating the preparation of the performance reports to support decision
making and provide accountability.
⇗ In collaboration with HCS developing the UNRA corporate plan to have clear
and precise drivers and guide the organization’s long-term strategic focus.
⇗ Coordinating the development of the UNRA Business plan in order to
operationalize the corporate plan and provide strategic focus.
⇗ Coordinating the development of the Budget framework paper in order to
account for UNRA performance and provide input in the budgeting process.
⇗ Monitoring and Evaluating the implementation of the UNRA Strategic plan and
annual work plan
⇗ Participating in the planning process within various directorates of the
UNRA and engaging the relevant stakeholders for their input into the M & E
framework
⇗ Periodically review and update the framework to ensure that reporting
standards are aligned to business dynamics
⇗ Researching on best practice corporate planning, performance reporting,
monitoring and evaluation to enhance effective and efficient corporate
reporting
⇗ Coordinating the data collection to validate work plan performance through
surveys and other applicable means
⇗ Providing technical support to projects in developing log frames,
indicators, baselines and data collection tools, project plans to ensure that
the projects and the resources thereof are effectively managed and accounted
for.
⇗ Appraise and develop subordinate staff under your control in line with the
UNRA HRPM.
⇗ Perform any other duties as may be assigned from time to time.

Qualifications, Skills and Experience ⇒
⇗ The applicant for the Uganda National Roads Authority UNRA Senior Officer
Monitoring and Evaluation Officer job must hold a Master’s Degree in
Statistics or Economics with a component of Monitoring and Evaluation obtained
from an internationally recognized University.
⇗ A Bachelor’s Degree in Statistics, Economics, Business Administration,
Physical Science or Engineering obtained from an internationally recognized
University
⇗ At least five 05 years working experience in the area of Performance
Reporting, Project Management, Monitoring and Evaluation, 3 of which attained
at middle management level in a big organization
⇗ Proven experience in the application of statistical data analysis tools
such as Epi-Data, STATA, SPSS
⇗ High level of integrity;
⇗ Ability to work as part of a team and to develop subordinates;
⇗ Excellent interpersonal, particularly staff/management relations;
⇗ Excellent oral and written communication skills;
⇗ Ability to deliver accurate results in a timely manner and in an
environment with multiple and challenging tasks.
⇗ Ability to work under minimum supervision.
