Program Overview

The COVID-19 pandemic exposed critical oxygen shortages across Latin America, Asia, Africa, and the Middle East, prompting urgent global action. In response, the World Health Organization launched the Access to COVID-19 Tools Accelerator (ACT-A), which established the ACT-A Oxygen Emergency Taskforce in early 2021. Co-convened by Unitaid and The Global Fund, the Taskforce worked to rapidly expand access to medical oxygen in low- and middle-income countries (LMICs), raising over US$1 billion in grant funding. It supported countries in identifying needs, developing national oxygen scale-up plans, improving market dynamics, and strengthening supply chains.

As the acute phase of the pandemic subsided, the ACT-A Taskforce transitioned into the Global Oxygen Alliance (GO2AL) in May 2023—a broader, multi-stakeholder partnership focused on long-term oxygen access. GO2AL aims to close the global oxygen access and funding gap by coordinating members to co-create and co-implement solutions. Its priorities include investment consolidation and sustainability, procurement and market shaping, national planning and implementation, and demand generation, with a particular focus on LMICs. GO2AL builds on ACT-A’s foundation by promoting inclusive, bottom-up approaches that engage governments, civil society, and communities.

Job Summary

GO2AL has 5 working groups that drive each of its strategic objectives. As part of Working Group 3 – Support Robust Country Planning and Implementation – GO2AL will assist countries in creating and implementing detailed national oxygen scale up plans (roadmaps), offering technical support, training, and strengthening regional networks. It will also help secure diverse financing options for sustainable oxygen systems and encourage knowledge sharing among countries to speed up affordable and equitable oxygen access in low- and middle-income countries (LMICs).

The Analyst in this role will provide direct input into country oxygen scale up plans (roadmaps), and strategies to bring global best-practices around oxygen engineering for country consideration and adaptation. This is anticipated to be a 9 – 12 month position. The Analyst must be able to function independently and flexibly.

This position is to be based in a country where CHAI operates, subject to country leadership approval. This role will require up to 20% travel.

Key Responsibilities

Assessments and Situational Analyses

  • Support countries to analyse and assess the current national oxygen strategic frameworks and national documents that relate to oxygen systems and infrastructure to identify gaps and needs.
  • Assist in evaluating the effectiveness of existing oxygen systems and propose improvements based on data-driven insights.
  • Identify potential risks and challenges to the implementation plan and roll-out of activities; work towards addressing potential risks/ mitigation mechanisms.
  • Conduct research and contribute to the identification of innovative solutions and financing mechanisms for sustainable oxygen systems.

Coordination and Implementation

  • Support the development of detailed, costed national oxygen scale up plans (roadmaps), ensuring alignment with local healthcare priorities and resources.
  • Provide technical support to countries in drafting and revising oxygen-related policies and strategies.
  • Support National Oxygen Technical Working Groups to micro-plan activities for oxygen scale up plan development, costing and implementation.
  • Prioritize activities in alignment with the scale-up timeline and allocated budget to ensure efficient execution and resource optimization.
  • Facilitate the coordination of oxygen-related activities among national stakeholders, including governments, NGOs, and industry partners.

Monitoring and Informed Recommendations

  • Provide strategic and analytical support to program work streams, monitor program activities, including but not limited to, working with, and engaging with field staff to review programmatic activities, track implementation of activities, and monitor and review outputs.
  • Monitor progress on oxygen scale up plan (roadmap) implementation itself, as well as oxygen implementation in the context of other relevant programs, and report on key performance indicators and milestones.
  • Collect, process, and interpret data related to oxygen access, production, and distribution to inform decision-making.
